The Commission should actively support the Member States and operators in the implementation and enforcement of this Regulation. In this regard it should develop guidelines on particular topics aiming at facilitating the application of this Regulation, while paying particular attention to the needs of SMEs and start-us in sectors most likely to be affected. In order to support adequate enforcement and the capacities of the Member States, Union testing facilities on AI and a pool of relevant experts should be established and made available to the Member States.
