What this part of the EU AI Act covers
Section 1 sets the classification rules for general-purpose AI models. Article 51 determines when a model is treated as carrying systemic risk, including the training-compute presumption, and Article 52 sets the notification procedure a provider must follow when a model meets the threshold.
It binds providers of general-purpose AI models. What it produces is a documented classification decision and, where the systemic-risk threshold is met, a notification to the Commission, which then triggers the additional obligations in Section 3.
