What this part of the EU AI Act covers
Section 4 builds the assessment infrastructure. It governs the notifying authorities Member States must designate, the requirements a conformity assessment body must satisfy to be notified, the application and notification procedure, the obligations of notified bodies, and what happens when a notification is challenged or withdrawn.
It binds Member States and conformity assessment bodies rather than operators. It matters to providers because the availability of designated notified bodies determines whether the Annex VII route is practically usable, which was the stated reason the high-risk deadlines were deferred.
