Chapter XI: Delegation of Power and Committee Procedure

What this part of the EU AI Act covers

Chapter XI is the machinery for keeping the Regulation current. It delegates power to the Commission to amend defined technical elements, including the Annex III list and the Annex I legislation, and sets the committee procedure through which implementing acts are adopted.

It binds the Commission and the comitology committee rather than operators. Its practical significance is that the technical annexes are not fixed: the Annex III list and the Annex I legislation can be amended by delegated act, so a system outside scope today can be brought inside it without a new Regulation.
