Section 1: Governance at Union Level

What this part of the EU AI Act covers

Section 1 establishes governance at Union level: the AI Office within the Commission, the European Artificial Intelligence Board and its composition and tasks, the advisory forum representing stakeholder interests, and the scientific panel of independent experts that supports enforcement on general-purpose AI models.

It binds the Commission and the Member States rather than operators, and it establishes the bodies that will interpret the Act in practice. Since the Digital Omnibus the AI Office also holds direct enforcement powers over general-purpose AI model providers under Articles 75a to 75d.
