In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission. Those powers should be exercised in accordance with Regulation (EU) No 182/2011 of the European Parliament and of the Council30. It is of particular importance that, in accordance with the principles laid down in the Interinstitutional Agreement of 13 April 2016 on Better Law-Making, whenever broader expertise is needed in the early preparation of draft implementing acts, the Commission makes use of expert groups, consults targeted stakeholders or carries out public consultations, as appropriate. Such consultations and advisory support should also be carried out in the framework of the activities of the AI Board and its subgroups, including the preparation of implementing acts in relation to Articles 4, 4b and 6.
