What this part of the EU AI Act covers
Section 4 provides the remedies available to people affected by AI systems: the right to lodge a complaint with a market surveillance authority, and the right to obtain an explanation of individual decision-making where a high-risk system has been used in a decision with legal effects.
It binds authorities to receive complaints and providers and deployers to support the right to an explanation. This is the part of the Act that individuals can invoke directly, which makes it the most likely source of scrutiny that does not begin with a regulator.
