What this part of the EU AI Act covers

Chapter VII builds the governance machinery. It creates the AI Office and the European Artificial Intelligence Board at Union level, provides for an advisory forum and a scientific panel of independent experts, and requires each Member State to designate the national competent authorities that supervise and enforce the Regulation.

It binds the Union institutions and the Member States rather than operators. It matters to operators indirectly but decisively, because it determines who will supervise them, who issues guidance they will be measured against, and which authority receives their incident reports.
