What this part of the EU AI Act covers

Chapter I sets the terms on which the whole Regulation operates. It states the subject matter and objectives, fixes the territorial and material scope that decides who is caught, defines the vocabulary the rest of the Act relies on (including 'AI system', 'provider' and 'deployer') and imposes the AI literacy duty that applies to every operator regardless of risk tier.

It binds everyone the Regulation touches, because scope and definitions decide who the later chapters apply to at all. Nothing in Chapter I imposes a technical requirement; what it produces is a documented answer to two questions (are you in scope, and in which role) which every subsequent obligation depends on.
