Chapter X: Codes of Conduct and Guidelines

Chapter X provides for voluntary instruments. It encourages codes of conduct through which providers of non-high-risk systems can apply the Chapter III requirements voluntarily, and provides for Commission guidelines on the practical implementation of the Regulation.

It binds nobody by force. Codes of conduct are a voluntary route by which providers of non-high-risk systems can apply Chapter III requirements they do not owe, and Commission guidelines are interpretive rather than binding, though in practice both signal what supervisory authorities will expect.
