How the Regulation is structured
The binding rules are in the articles. The recitals are the legislator's stated reasoning and are used to interpret the articles rather than to impose obligations of their own. The annexes carry the technical lists the articles depend on: most importantly Annex I, the Union harmonisation legislation, and Annex III, the high-risk use cases. A provision rarely stands alone: cross-references between articles and annexes carry binding requirements, and each provision page lists the ones its own text cites.
