General-purpose AI models

Chapter V regulates the model, not the system built on it, so none of the Article 6 risk tiers decide anything here. This sets out the four duties every general-purpose model carries under Article 53, the obligation on providers established outside the Union, the four duties systemic risk adds under Article 55, both routes into that classification, and exactly what the open-source carve-out does and does not lift.

  3. 03What Article 53(2) actually lifts

How it was made

Every date, classification and quotation in this document is generated from the dataset behind this site, and the build refuses to write a file that contradicts the legal text: claims are checked against the Official Journal, page overflows and unreadable contrast fail the build, and every printed URL has to be a real link rather than text that looks like one.

That is why it cannot say something the site does not. If you find a disagreement between this PDF and the Regulation, it is a bug and we want to hear about it — tell us and we will correct the source rather than the page.
